About the Internal Complaints Committee (ICC)

The Internal Complaints Committee (ICC) of Akhilabhagya Post Graduate College, Ranapar, Gorakhpur (Affiliated to Deen Dayal Upadhyay Gorakhpur University, Gorakhpur) has been constituted in accordance with the provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 and the UGC Regulations, 2015.

The Committee is dedicated to ensuring a safe, secure, respectful, and gender-sensitive environment for all women students, faculty members, non-teaching staff, and visitors. The ICC works to prevent sexual harassment, promote awareness of gender equality, and provide a fair, confidential, and impartial mechanism for the redressal of complaints.

To foster a campus culture based on dignity, equality, mutual respect, and zero tolerance towards sexual harassment, ensuring a safe and supportive learning and working environment for everyone.

• To prevent sexual harassment in all forms within the College campus.
• To create awareness regarding gender equality, dignity, and legal rights.
• To provide a safe, confidential, and accessible mechanism for reporting complaints.
• To ensure fair, impartial, and time-bound inquiry into complaints.
• To promote a culture of mutual respect and responsible conduct among all members of the College community.
• To encourage gender sensitization through education and awareness programmes.

Objectives
• To implement the provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 and the UGC Regulations, 2015.
• To provide protection against sexual harassment for women employees and students.
• To create awareness about gender sensitivity, women's rights, and professional ethics.
• To encourage reporting of incidents without fear of retaliation.
• To ensure prompt, fair, and confidential inquiry into complaints.
• To recommend appropriate preventive and corrective measures to the College administration.

What Constitutes Sexual Harassment?

Sexual harassment includes any unwelcome act or behaviour of a sexual nature, whether directly or by implication, including but not limited to:
• Physical contact and advances.
• Demand or request for sexual favours.
• Sexually coloured remarks.
• Showing pornography or sexually explicit material.
• Unwelcome verbal, non-verbal, written, electronic, or physical conduct of a sexual nature.
• Any other behaviour that creates an intimidating, hostile, humiliating, or offensive academic or work environment.

Functions of the Internal Complaints Committee

The Internal Complaints Committee shall:
• Receive complaints relating to sexual harassment.
• Conduct inquiries in accordance with the applicable legal provisions and UGC Regulations.
• Maintain complete confidentiality throughout the inquiry process.
• Recommend appropriate action to the College authorities based on the findings.
• Organize awareness programmes, workshops, orientation sessions, and gender sensitization activities.
• Promote a safe and respectful campus environment through preventive initiatives.
• Submit periodic reports to the College authorities as required under the applicable regulations.

Complaint Procedure
Any woman student, faculty member, non-teaching employee, contractual employee, intern, researcher, or visitor who believes that she has been subjected to sexual harassment may submit a written complaint to the Presiding Officer or the Coordinator of the Internal Complaints Committee.

The Committee shall:
• Receive and acknowledge the complaint.
• Conduct a fair, impartial, and confidential inquiry.
• Ensure that both parties are given an opportunity to be heard.
• Recommend appropriate action to the competent authority in accordance with the law.
• Complete the proceedings within the prescribed time limits under the applicable regulations.

Disclosure of information is governed by the applicable provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.
